Population standards are methodological frameworks governing how specific populations are defined, included, and characterized in clinical research. They are distinct from diversity policy: they impose no enrollment targets and make no organizational commitments. They occupy the layer between regulatory intent and operational implementation — the methodology that makes it possible to act on what regulations require but do not specify.
SGMA-ARC-001 describes the structure of the SGMA Population Standards Program — the system within which SGMA develops, publishes, and maintains these standards. This document is not an operational standard. It contains no implementation requirements and is intended for institutional orientation, regulatory communication, and partner engagement.
